Title II sets the date. Section 504 adds a duty.

An independent school district goes by its own population: April 26, 2027 for 50,000 people or more, April 26, 2028 for smaller districts. A school system run by a city or county uses that government's population. The rule covers websites, apps, course content and the vendor platforms a school provides.

Course platforms, lecture video, parent portals and the thousands of PDFs a district posts every year make this one of the largest remediation jobs there is. The work is a plan with a sequence, not a one-time fix.

What usually breaks.

  • Course materials posted as scanned PDFs
  • Lecture and board meeting videos with no captions
  • Parent and student portals that trap keyboard users
  • Enrollment forms with unlabeled fields
  • Athletics and event calendars a screen reader cannot follow

Common questions

Who does Title II cover?

State and local governments: cities, counties, special districts, public schools and universities, and public hospitals. It also covers vendors that run their sites and apps under contract. Source: Department of Justice web accessibility guidance.

Do vendor tools belong in our review?

Include tools the government provides through vendor contracts. Payment portals, public forms and online documents can be part of the service people need to use. Source: Department of Justice digital accessibility rule.

Which public tasks should we check?

Check the tasks people need to access your services. Include applications, payments, meeting information and the documents required to complete them.

Is an automated check enough?

An automated check is only part of the work. People also need to test keyboard access, screen reader output and complete service paths.

What records should we keep?

Keep the scope, findings, fixes and retest results together. Record who owns unresolved barriers so the next site change does not lose them.

What's your site's grade?

Free. No account. Your grade is usually ready in 1 to 2 minutes.
