Every hospital is covered. The question is how much of the site is fixed.

The HHS Section 504 rule requires WCAG 2.1 AA by May 11, 2027 for organizations with 15 or more employees, and by May 10, 2028 for smaller ones. HHS pushed both dates back one year in May 2026. The requirement itself did not change, and the National Federation of the Blind has sued to bring the original dates back.

Hospital sites are large, and the riskiest parts are rarely the pages marketing controls. Find-a-doctor tools, bill pay, price transparency files, patient portals and online check-in are usually vendor products, and the rule covers them because you provide them through a contract.

Public and county hospitals carry Title II as well: April 26, 2027 for governments of 50,000 people or more, April 26, 2028 for smaller ones.

What usually breaks.

  • Find-a-doctor search that cannot be used without a mouse
  • Online bill pay with unlabeled fields and timeouts
  • Price transparency tools and files a screen reader cannot read
  • Patient portal sign-in that traps keyboard users
  • Location and parking maps with no text alternative

Common questions

Does Section 504 cover our practice?

Yes, if your practice takes Medicare, Medicaid, CHIP or other HHS money. Medicare Part B payments alone count. A practice that takes only commercial insurance or cash is outside Section 504 but still covered by ADA Title III. Source: HHS final rule.

When must our website meet the rule?

May 11, 2027 for organizations with 15 or more employees, and May 10, 2028 for those with fewer than 15. HHS moved both dates back one year in May 2026. The rule itself did not change. Source: HHS extension summary, Healthcare Law Insights.

Does our booking vendor count?

The rule covers tools you provide through contracts as well as your own website. Include booking, patient portals, payment and intake tools when you plan the work. Source: HHS final rule.

Does a free grade replace testing by people?

A free grade does not replace testing by people. Our software finds problems it can detect, while manual testing checks how people use the site.

How do we fix the problems?

We fix barriers in the website code. AI-powered fixes, tested by our team. We also offer ongoing care for changes that can bring barriers back.
